Besides that samples from the mail and most hospitals will offer more than  
enough samples for 1 month. I see that moms will hear they get nothing for one  
month if partial so they will not even do this. With the current budget  
shortfalls in WIC I would like to see some drastic changes in formula  
consumption; such as none for 3 months either way. How much would this  save??
