The requirements vary from state to state. See the AAP 2005 statement on "breastfeeding and the use of human milk" (pdf available at this link

Under recommendations specifically check out number 3 which states that needle-sticks and eye prophylaxis should be delayed until after the first feeding.
Few hospitals in the US are looking at this, but sometimes you can get some consideration if you bring the recommendation to the attention of the right group.
