I did a google search for "breastmilk aspiration formula" and there were
several hits. Here are a couple.
This first link is a review of studies regarding NPO for pediatric patients
prior to surgery. It addresses gastric emptying.

I did not search for mouth care + breastmilk but I bet you will get several
hits, as well. It seems like a good idea, provided a very small amount is
used, and I think that is the question that needs to be addressed at your
facility. Moistening a cotton tipped applicator in breastmilk and gently
swabbing the mouth or lips would not seem to pose an aspiration risk.
Squirting a bit in with a syringe would.
