You are on the right track, IMO, to fix the latch. There may be a birth injury that required gentle, baby-type manipulation. 
It could be self-defense against a "garden hose" letdown. OAMER is very common in tandem nursing. 
Some moms always have the older baby nurse first so the newbie gets the higher fat, slightly slower flow milk. But this older baby only nurses 2x a day. 
Other moms assign a breast to each one. It does leave mom lopsided, but each breast will adjust to the demand placed on it. 
The primary risk I see is the possibility of plugged ducts on the side assigned to the older baby because of the change from very frequent feeds to occasional feeds. That could be resolved or avoided with a little "pumping to comfort".
