When they repackage for resale, it's not just to "adjust" the expiration date, it's often to change standard formula into one of those specialty, pre-digested, very expensive formulas at double, or more, the retail price of ordinary formulas. Of course, the reseller got it "for free", so the profit to the thief is even greater. 
But think of the infant who needs the specialty formula but is being fed the standard stuff. Mom probably got a "good deal" on it at the small grocer, the swap meet, or wherever, and never imagined it was not what the label indicated.
