Without contacts, no. Since a statment has already come out regarding the
changes it is in the finalization stage which means carved in stone as far
as the Fed. Gov't is concerned. That doesn't mean nothing can influence a
change but finding a person to speak with, one who matters, would be the
next step.

Is there any way to influence the primary blueprint as it is being written
rather than trying to change it after the fact?
