According to an article that I read there are three main reasons for which
infant formula is stolen:

 

1.	To cut illegal drugs such as cocaine. The consistency of formula is
similar to that of cocaine and the fact that it is non-toxic makes it a
favorite of drug dealers.
2.	For resale on the black market. It is sold to unauthorized
distributors who then sell it at flea markets or small stores.
3.	The least common reason is for feeding babies.
