I have seen lots of formula on ebay and I have sometimes reported it via
monitoring to Baby Milk Action. Selling formula at a discount (no matter
what its source) is against the WHO code, it is even against th law here in
the UK -- so a lot of breastfeeding advocates spend a lot of time reporting
and complaining when they see discounted packets on the bargain shelves.
My all time astonisher was a whole 900 gram tin for one penny. I actually
bought some just to have the receipt, since I didn't have a camera with me
when I spotted it.
Complaints have been made to ebay (this is ebay UK) who didn't take it
seriously. (This was all a few years ago).
As with any theft, you need a means of getting the item to customers -- that
middleman is not without responsibility.
