Marie:  The stores here in Illinois (especially those located in low-income, high 
crime areas) have locked up formula for years.  People tend to steal formula to 
sell on the black market at a huge profit (which goes right into their pockets) 
to those desperate poor mothers.  Drug dealers have also been known to 
empty the white formula powder out of the cans and refill with the illegal 
white  powder (street drug) of their choice.
