I don't quite understand the details, but we have had some cases locally
(Milwaukee WI area) where they thought large amounts of stolen formula were
resold for drug money-not by individual users, but by dealers.  I have also
heard of money from stolen formula being used to fund some terrorist
activities.  If so, maybe we should use that angle.  Seems our legislatures
will pass anything that is under the heading of terrorism prevention! 
(Please don't use this snide, IMO comment to launch any political debates!)
