For who is interested I will give a translation of part of the official judicial website of the Ministry of Justice in the Netherlands. Some moms have better conditions, even when paying a debt to society.
"More than half of the women in detention is mother. They have to obey to the same rules for visiting as all other inmates. They can see their children durng the weekly visiting hours. <...>
If possible, children of detained women remain with their father or other family members. If no stay with family is possible Child services will see that the child is put in foster care or an institute. Only in exceptional cases, quite young children (till at most six or nine months) can remain with their detained mother. <...>
Deliveries
It is possible that a woman is pregnant when she has to go to prison. In that case she will be atmitted to the Penitentiary Hospital in The Hague. Sometimes this is not possible and then the delivery will take place in an adjoining hospital. After delivery, mother and child are brought back to prison, unless the child can be taken care of by someone else. Mother and child in detention have full access to necessary medical care."
Consensus in The Netherlands is that being put to prison is the punishment and there is no need to add punishment for her family or child.
I think the German system is alike.
