Prescribing equals writing (including faxing, electronic submission, phoning 
in, etc) a PRESCRIPTION.
As a pharmacist, I can give all the professional advice or consultation that 
I wish to aid a patient on correct therapy short of writing a prescription.  
The same is true for other health care professionals including lactation 
consultants.  Only those with licenses that allow one to write a 
prescription can do so.
