Susan,
While I have no personal experience in this situation, I can tell you that
there is great potential for damage to the primitive breast tissue with the
first two open heart surgeries at ages 1 and 8. How old is the mom now and
when was the breast augmentation done? What methods were used?  What was her
pre-surgery size and what did her former breasts look like overall? 

The very fact that mom felt the need for augmentation begs the question as
to whether she ever developed normally, which would then hearken back to
disruption by the first two surgeries. More information will help.
