Look at the last paragraph of the new Scope. It says that if you have another certification or licensure that allows that action (prescribing, recommending alternative care) you CAN do that act based on that other cert/lic. 

But an IBCLC without any add'l certification or licensure (RN, MD, ND, Chiropractor, CST (practitioner?), OT, PT, etc, cannot contradict (from personal experience) when the HCP orders a breast binder and no pumping (was removed from mom's room) for an engorged mother whose baby has passed away!!  etc...

But not all states in the USA recognize or consider legal, all forms of  "alternative" care: Naturopathy, Herbalists, et al. Suppose it's legal and the Standard of Care in another country - then the IBCLC moves to the US where it is actually illegal to practice that alternative form of care?
