That's nice for the USA, but not for many others. First, it's not called formula everywhere and secondly, in many countries measurement for outcome is a 1-10 scale where 10 is toplevel. On such a scale being the fifth down it would still mean you're acceptable, though barely. And I think that meets the real value of formula: It's acceptable in the absence of somthing better, much, even less, options can be found as well.

I think F for formula is an easy way to put it so people remember it comes
way down on the list.
