I have a mom who has to have a mamogram on her l breast due to a spot seen

Yes, eventually, but "drying up" is not needed for a mammogram for *most*
lactating women.
There should be a facility somewhere close enough, that can evaluate your
client for a mammogram while lactating.
Salisbury MD is about a 2(?) hour drive from DC, so maybe way too far for
your client, Baltimore may be closer?
If you need Baltimore contacts let me know, otherwise, here are a couple of
breast care centers in DC that know how to do a mammogram on a lactating mom.

To schedule a mammogram, call 202-715-4907. Ask about Dr Christine Teal.
Georgetown University Medical Center: Betty Lou Ourisman Breast Health Center
Call (202) 444-3315 for an appointment.
Also, Google "mammogram while lactating"
