I can only hope this is a new behavior, because if
it's been going on for a year, it may be a bit
difficult to convince the baby to stop! Assuming it
is, what else has changed recently? New foods, new
activities, family gatherings? Using a new "sippy"
cup, pacifier or teething ring?

Allergies can make babies start to suck differently
and can make the tongue itchy. Maybe hay fever or a
new food in the diet?

Low milk supply can contribute to biting. Some things
that might contribute at this age of the baby are:
sudden increase in complementary foods consumed by
baby
new medications or dietary supplements taken by mom
mom's menstrual cycle returning
a subsequent pregnancy

Good luck with helping the mother figure this out!
