This is the title of Sheila Kitzinger's latest 'letter from Europe' in the
journal BIRTH. The Kitzinger piece is free access, whereas you need a
subscription to see the rest of the articles. Do read it if you enjoy
scathing commentary on the resurgence of behaviorist doctrine in parenting.
First sentence: "The new parenting is a style of baby management aimed to
prevent children interfering with adult social life, sexual activitiy, or
career... " and it just gets better from there. Baby management - I love
it.
You can read it yourself at
http://www.blackwell-synergy.com/doi/full/10.1111/j.0730-7659.2006.00077.x

In the same issue there is a report of a study showing a positive effect of
peer support programmes on BF initiation and continuation rates in Scotland
too. :-)
