Could the fussiness be due to the use of the SNS rather than the herbs? 
Sometimes babies who suck poorly still do poorly with tubes. I'd 
encourage the mom to go back to active supplementation (with the 
syringe), let baby stabilize, and then try the SNS again, being 
absolutely sure that the tubing is positioned correctly (either between 
the tongue and breast or the breast and palate).
