I agree the short-term outcomes of infants exposed to (varying quantities) 
marijuana do not appear to be any different from controls, especially when you 
control for maternal, social and environmental factors.  However, no-one knows 
what the long-term exposure to THC or its metabolites does to developing 
newborn brains (especially immature premie brains!).  I am not sure of the 
biochemistry of THC metabolites or bio-derivatives, but I know of no research to 
suggest they are NOT biactive at some level.

I would not call child protective services for marijuana alone, but I would 
sure counsel the mother that a child's brain is growing and developing for 
years, and the long-term effects of THC are unknown.
