I don't think WIC moms have to take the formula. In Texas, they get to stay on WIC for 12 months postpartum if they receive no formula plus they get extra tuna and carrots and are eligible for various breast pumps (if they have the need and if they qualify under the guidelines). Moms who get formula stay on the program for 6 months postpartum. Being on the program means receiving food vouchers or an electronic benefit card.

I don't see how they can require a mom to take formula! Breastfed infants are included in the food program but they get nothing until about 4 months of age when they get rice cereal and maybe juice (I know - yuck!). At one year of age, they are getting more adult type foods but I can't remember exactly what. 

State of Texas WIC uses its food money for the purchase of breast pumps which the federal government allows. Try going this route.
