Our local Breastfeeding Coalition does a "Rock
and Rest" Station for several local events
(county fairs, airshows, etc.) with a "Moms and
Babies Welcome" sign. They set up a tent, put in
a few rocking chairs, a changing table with
disposable covers, ice chest with bottled water. 
Moms are invited to come in and feed their babies
while they rest in the shade.  Something like
this could very easily be set up in the triage
centers at minimal cost--the tent is the main
issue.  However, at the one station I volunteered
at, a local Real Estate company loaned us a tent.
 I'd venture to guess that businesses who have
such an item in storage could be convinced to
loan it out for the hurricane victims.

Another benefit of grouping mothers of babies
together: some breastfeeding mothers might be
willing to "wet-nurse" babies of mothers who
cannot relactate. . . obviously there are some
health issues involved, but in the short term if
the baby's life is in danger, the benefits may
far outweight the risks.
