Dr. Coryllos treats them by making several small snips with a sterile 
scissors along the anterior gum line, severing the frenulum from the 
lip. A little pressure from a gauze pad and the bleeding stops. She also 
uses a topical anesthetic so it does not hurt the baby.

I wonder if this baby also has a tongue thrust. Last time I saw a wound 
at the junction of the nipple and areola, the baby was thrusting his 
tongue at the base of the nipple and damaged it. This baby may be biting 
to help him stay on the breast if he cannot keep an intact lip seal as well.
If the issue is just the labial frenulum, tilting the head back more can 
sometimes help.
