In the U.S. the bags come straight from the formula companies. 

If the case was waiting on her doorstep when she arrived home, the company
likely got it from one of several sources - many new mothers unwittingly
give up their addresses at maternity wear shops or online when they order
things from retailers who sell baby gear or other items. I know a certain
nationwide maternity shop is famous for (givving vs selling?) their customer
list to formula companies.
