but what states have passed legislation.  Elizabeth Baldwin, an attorney
and working with LLLI stated in an article in May 95 :

Similiar legislation is pending in Texas
Illinois
Nevada
New Jersey
Wisconsin
Ohio
Utah
California
I know Nevada and Utah passed for sure, and California did*not*
