I just checked in the Global Strategy for Infant and Young Child Feeding and
that recommendation is not referenced. They mention several
references/resolutions which might tell you, things like the Innocenti Declaration, the World
Declaration and Plan of Action for Nutrition, the International Code of
Marketing of Breast-milk Substitutes,and other World Health Assembly resolutions.
You might find them or what you need at the WHO website.
