[Perhaps "powerful growth medium" or "dangerously effective growth medium,"
or for the general public "formula grows bacteria very fast/readily" or even
"formula grows disease-producing bacteria very quickly..."  "Formula" or
"cow's milk" may be preferable to "milk" since human milk does not have the
same bacterial growth curve; although of course it will grow bacteria under
the right conditions and one wouldn't want to suggest otherwise.  Perhaps
"Milk grows bacteria very quickly, and infant formula or cow's milk grow
bacteria especially fast."]

"...That includes boiling the water used to dilute [make up?] formula (not
too long or it concentrates the nitrates [and lead])"

Boiling water also concentrates the lead in it.  (As well as other things,
but since lead is a big public health concern, it's worth mentioning.)
