I think marketing departments and Lactation Consultants would have different definitions of a "hospital grade" breastpump. Clearly pumps that are designed as single user pumps couldn't be classified as "hospital grade". I've noticed ads that mention "hospital grade technology" or "cycles just like a hospital grade pump" and that sort of thing. There are PISs resold on E-bay all the time (not that I think it's okay, but it happens) and touted as a hospital grade pump in the ad. I don't think the sellers are malicious (usually), just passing on what sounds best from the promotional literature to sell their item.
