These are hard questions to have to answer! It is my understanding that
marijuana is stored in the fat cells of the body which is why it hangs
around for so long. A heavy smoker of marijuana may have it stored for up to
a month before the body clears it out (assuming they quit smoking it).

We don't have a lot of research on this but like any intoxicant, the larger
issue is how the "buzz" affects the mothering or fathering. I usually answer
this question by reading out of the BAB, and then initiating a discussion on
the mothering aspect. A typical analogy that I might use is saying can
someone have a glass of wine and still mother appropriately? Most likely
yes. When it gets to becoming drunk, the answer is obviously no. And I
remind them that breastmilk is better than formula.

And I don't know the answer to do you have to report this. I have had calls
like this as an LLL Leader, never as a professional (but get asked about
alcohol a lot), and did not report because moms would not give their names!
If you don't have concrete evidence of child abuse or neglect, I would focus
on discussing good mothering with this mom so she has something to think
about beyond satisfying her own desire for the substance. Encourage her to
put the baby's needs first.
