Susan, I bow to your greater experience and knowledge on this :)  I 
sounded more dogmatic than the research justifies.

Perhaps what I ought to say is that ''just because a country has 
squillions spent on healthcare, doesn't necessarily mean its citizens 
enjoy better health'.

My underlying motivation was to point out that even if healthcare is 
somehow delivered to all groups equally in a society, it may not 
(prob better than 'cannot') overcome social and economic causes of 
ill health.
