In my limited experience, they *do* grow into their jaws, but breastfeeding is likely to be painful and not fully effective, even with really good head extension, until they do.
One such mom called me tearfully to tell me she just had to quit. Very little milk, very painful breastfeeding. She called the next day to say the baby had refused to settle without breastfeeding, she had reluctantly agreed to one last breastfeed... and it had been their first totally pain-free breastfeed ever. Baby was relaxed and happy, and mom decided to continue offering. Not all subsequent breastfeeds were pain-free, but their frequency began to increase. They ultimately nursed for 18 months or more.
