The Wisconsin Breastfeeding Coalition has developed some guidelines that we
put into a packet called "Building Breastfeeding Friendly Communities in
Wisconsin." We built on materials developed by Texas and Mississippi, but
added some on our own, including "Breastfeeding Support at
Conferences/Meetings." This might fit the situation for the required 3 hour
class at the county welfare department that you describe. You can download

It helps, I think, to offer guidelines to groups so they don't feel
overwhelmed at the idea of having to start from scratch to develop their
own. If they wish, they can modify these, but it gives them a place to
start.
Some others we have done are "Breastfeeding Support in Public Spaces" (we
were thinking of malls, swimming pools, retail stores, parks, etc.) and
"Breastfeeding Support in Places of Worship." There are also the usual ones
for workplaces, child care, etc. as well. Feel free to use them. We would
be glad of any feedback.
