Cascade Health Care Products carries them made by SECA. I haven't heard of
that company but they seem to make other measuring tools as well. I think
this site should bring you right to them:

Subject: head circumference insertion tapes
Asking on behalf of our provincial BFI committee:
Does anyone know of a non-formula company that produces head circumference
insertion tapes? The insertion tapes are recommended over a tape measure
for doing head circumference in infants, but the only ones we can find are
from Ross.
Thanks,
