I tell moms, "If you're legal to drive, you're legal to breastfeed." Here in Vermont everyone knows what that means. (It's about one drink an hour...legal in VT is a .08 blood level.) They laugh and usually say, "So if I fed the baby and then had a glass of wine..." Certainly there are concerning situations too but most often I've seen moms who enjoy a very occasional drink and are happy, since they intend to breastfeed for a good while.
I also just had one of my doulas on Oprah's show on "Moms who Drink." They never questioned why she brought her two year old with her to Chicago.....and she was thankful they didn't get into Moms who Drink AND Breastfeed!!"
