How do they define the word "discreetly"?
If they mean showing no more breast than is visible in a bikini top, or showing in the ever-popular S.I.Swimsuit Edition currently displayed openly in newsstands, I'm okay with that. There's even one photo in that mag where (horrors!) the nipple is visible from the side! as well as numerous aspects of the breast itself. People who seem so afraid that a mother will "whip it out" for feeding, do not seem equally afraid that a non-lactating woman will "whip it out" of a bathing suit, costume, evening gown, whatever....
BTW: what sort of documentation did the ABM salesman give to prove that his product does NOT produce the health problems originally stated in the original bill?

Subject: Formula company interference in legislation
You may be interested to know that currently the Colorado legislature is
considering a bill to protect a woman's right to breastfeed in public. In
past years similar legislation has been defeated in the House Committees.
This year it was started in the Senate and it has passed successfully
through the Senate Committees and was approved by the full Senate. It now
has gone to the House. A House Committee Hearing took place on Wednesday,
March 10, of last week. The good news is that the bill passed by the House
HEWI Committee (7 - 3) and now will proceed to the Local Government
Committee for further review today. Unfortunately several amendments were
added
at the time of the hearing. One representative insisted on adding
"discreetly" to the bill. So it now reads - A mother may "discreetly"
breastfeed in any place she has a right to be. Also there was a Ross
representative (who flew in for the hearing), who insisted that some of the
language regarding health benefits be eliminated. The morning of the
hearing the Bill Room still had Senate Bill 88 intact as presented to the
Senate. So, we are locally feeling the effects of the industry's powerful
efforts to change health language.
