Yes, I used to work for a newspaper and we filled empty space with PSAs--which ones ran depended on who was laying out the paper and, honestly was often a matter of which ones happened to be handy. These were often the ones that had jsut been pulled from the most recent edition, so you would tend to see the same ones run over and over again, especially since the PSAs were filled last. Getting new ones in (or on the air) requires some effort--you can certainly call local outlets and ask that they be run.
