Using bottle nipples, filled with cottonwool, as a soother is a common
practice in our nursery if mother does not supply a pacifier for her baby.
It used to be a common practice in our nursery until a report of an infant
aspirating the cottonball that was stuffed in it (somewhere in the USA). Since
the we have pacifiers both preemie & newborn sized available. Pacifiers are no
longer routinely put in cribs & nursing staff are not supposed to use them
without parents requesting one. The lactation consultants also let parents know
the risks  of using pacifiers in the early weeks of breastfeeding.
