Everyone must think I'm a broken record on this subject, but I would
look under this kid's tongue. The tongue movement and palate issues you
mention are consistent with a "posterior" tongue tie - a frenulum that
is more posteriorly placed but very tight and inelastic. You are doing
the right things to help the mom, but a tiny little snip can still make
all the difference.
Untreated posterior tongue ties might take a month or more for
breastfeeding problems to resolve.
