Further to the question, Public Service Announcements are carried free of
charge by news outlets during allocated advertising time (or in allocated
advertising space).

Local media outlets have people responsible for deciding what PSAs will be
carried. If I recall correctly, one component critical to the success of
this campaign is for people on the ground to liaise with local outlets to
encourage them to carry the PSAs.
