Pat, soy is another of the top allergens.  It seems like it would be worth a try
for the mom to eliminate soy as well as *all* dairy -- she will need to read
labels carefully, as there are dairy derivatives in many foods.  Almost all
baked goods contain some form of dairy, for example.

Personal note:  my second son was sensitive to both dairy and soy.  I came to
like the taste of rice milk on my cereal, and still prefer it even though I can
use other milks again now.
