I am wondering what are the chances and how common it is to develop it
after lactating.  I have only had limited experience with women who already
had it before they had children and lactated.

I don't know how "common" it is but experienced Fibrocystic Breast Disease
(FBD) after weaning my last baby. I never had any problems prior. I had 3
children, with a 10 year "break" between #1 and #2. My personal experience
was this: about 6-8 months after weaning #3, I developed typical FBD
symptoms. I only gain good relief with no caffeine, heat/ice, and Ibuprofen.
Hopefully that was helpful in some way, but as always, encourage the Mom to
learn all that she can. Knowledge = Power.
