Actually HIPAA regs have been around for a long time, they are just getting
around to enforcing them.  They are primarily to prevent accidental
transmission of private medical information via internet during the billing
process.
Some offices (like your DC) are going way overboard.  Parents don't have to
sign agreements such as you outlined for minor children!  A parent has to
sign that we can share with ins co or school nurses .  A parent wouldn't
have to sign an agreement for a specialist to report back to the primary
care, or for a primary care dr to share info  before a specialist vss.
There are many rumors and ridiculous rules being made for CYA.  The fines
are significant for violations.  Pat in SNJ
