I would first suggest a chiropractic adjustment or some cranial sacral work
for this baby.  If that doesn't help then perhaps there is a speech
pathologist in your area who is trained in oral motor assessment.  We work
with one in our area who is excellent with babies.  Sometimes they have low
tome in the jaw, lack of fat pads in the cheeks, or jaw misalignments (like
TMJ) that can greatly contribute to sucking problems.  She frequently puts
thme on a Haberman feeder while parents do suck training exercises and mom
pumps to maintain supply.  Rule #1 being "Feed the Baby"!  Sounds to me like
this baby might have had some birht trama - forceps??  Anyway, I would start
with a chiropractic adjustment.
