The newest recomendation from the ASA is 2 hours for breastmilk and
clear fluids. Here is the reference.

That said, most hospitals are still using the older guideline, as the
above just came out in September. I know that a few years ago I was
able to negotiate the NPO to 3 hours for my daughter, but that was
before the ASA changed they guidelines and only with research studies I
brought with me.
