This is a normal occurrence. I see it in bottle fed as well as breastfed
babies of both sexes. It has to do with the withdrawal of maternal hormones.
The milk produced is called "witches milk". I'd say I see the breast buds in
about 5-10% of my newborns - probably 1 in 5 actually leak milk. This goes
away on its own. All mom needs is reassurance and a couple extra baby
t-shirts.
