I guess that someone must already be acting in that capacity in Sweden where
it is against the law for a woman who has been diagnosed hiv+ to breastfeed.
The UK govt also appears to invite health visitors to act in this way in the
same situation. I beleive it may have been social workers who were employed
to enforce the court order against Kathleen Tyson breastfeeding, in Oregon.
