    Hi Mirine,
       I realise the response to your letter from the American Red Cross was disappointing.  However, please be aware that good contacts and communication with NGO and other bureaucracies (which are often understaffed and receive a lot of mail), often depend on relationship-building, which takes time.  Networks, such as where someone knows someone or is a member of a local branch of the particular organisation, can make a difference as they establish goodwill. So can working through another local organisation and having the committee write.  Sometimes making the approach as an unknown individual doesn't get much action.  There is no easy way of making these contacts, but don't be discouraged.
