Not all tubal
ligations or vasectomies are successful either, and the 1991 edition of
Contraceptive Technology says that female sterilization has a 0.4% failure
rate (0.4 women per year will get pregnant for every 100 women who have had
tubal ligations) and male sterilization has a 0.15% failure rate (0.15 women
per year for every 100 whose partners have had vasectomies)."
More simply put (for us "metrically challenged" readers):
0.4% failure rate means that 4 in 1000 will get pregnant.
0.15% means that 1.5 in 1000 will get pregnant, or 3 in 2000.
