I was peripherally involved in the creation of exactly this sort of
organization for midwifery issues.  In essence it is an independent
organization that is poised to act/react/respond to media attention to a
particular topic (obviously here it would be a breastfeeding topic).  An
example of the way this organization works is that when ACOG issued their
"study" on infant mortality in homebirths being significantly higher than in
the hospital, we were ready with press releases, expert responses and people
willing to be interviewed within three hours of the release.

I am not a PR person (in this case, a lackey ;-) but the key to this is a
group of people who can mobilize media, who have contacts and who can
communicate effectively.  Plus, as many people have noted, quick access to
solid, referenced information.

This particular organization is incorporated in the U.S. as a non-profit
(allowing it to raise money for its efforts) and is not directly connected
to any organization.  That way it can react quickly without having to have
approval from a particular board or group.

I would love to be involved in an organization like this, and would be happy
to share information about how the midwifery one was set up.
