My first thought is that this mom may well have a history of sexual
abuse.  If you have a good relationship with her and can refer her to
appropriate help if it turns out to be true, you might want to broach
the subject with her.  Perhaps without the husband might make it easier
for her to open up if it is the case.

Another possibility is that this mother has a sensory integration
problem.
